your internet provider can give you details if you have a dynamic ip. the easiest way to check is to go to www.whatismyip.com and write down your ip, then disconnect and reconnect your net, and revisit. if the ip changes its dynamic, if not, its static. if you have a static ip then you may be able to request a dynamic one, however, for many applications a static ip is more convenient, if you want others to access your pc, for example to play games, or host websites.

my isp charges £4/month for a static ip. Dynamic ip seems better for me though. i think in britain, pretty much every broadband is dynamic ip

As a default it's safe to assume that every ISP uses dynamic IP addresses for their clients, because it's much easier to manage than static IP addresses and also cheaper, though some ISPs do now offer static IP addresses, usually for a price :)

I have dynamic, but am on a permasnet proxy (which i didnt put) so tho my ip changes, the proxy doesnt
in other words just clicking once lol

Well first check your connection properties and look for the word "DHCP". Most of ISPs give you an "static" IP address that they change usually once in a month. DHCP means Dynamic Host Configuration Protocol, this means that if you find DHCP in your settings there's a huge chance your ISP is giving you a dynamic IP.
If you're using winXP you can assing an IP without restarting and without the risk of collapsing the system.
You should go to Control Panel>LAN there you should find your Connection. Double Click on it then a pop-up will appear. Go to compatibility>details and write down your current IP address, Sub-net Mask and Default Gate, and DNS servers:
Ie.
145.84.178.23 (your IP)
255.255.255.9 (Subnet Mask)
145.84.178.1 (Gate)
DNS servers:
192.168.45.12
192.168.45.10
Then go to Properties and look for the TCP/IP protocol. Double click on it. There you'll find some spaces to fill in the IP address manually. Copy/Paste your IP address (but change the last two numbers of it), but leave the subnet mask and the default gate exactly.
You should see something like this:
145.84.178.30 (your new IP)
255.255.255.9 (Subnet Mask)
145.84.178.1 (Gate)
and the same DNS
DNS servers:
192.168.45.12
192.168.45.10
NOTE: this IP is just an example.

I'm using my "Static" IP as dynamic since quite long and works just fine for me. The secret is not waiting for the ISP to change your IP. I could do this more "graphical" but i've no time. If you have any doubt send me a PM and i'll be glad to help you out.

Sorry about that...my winXP is in spanish (i do speak spanish) i dunno how do you name it...maybe "network settings"...the icon shows an earth with a plug on it. :)

PS. You could reach this if you have the two little computers next to the system clock, lower and right corner of your monitor. >>>>>

tools > internet options > connections > lan settings > put a check in the proxy serve rbox and add an ip of your choice
